Background

The Australian Government is considering the implementation of a Carbon Pollution Reduction Scheme (CPRS). The Australian rail industry therefore needed to understand the consequences of the CPRS and the implications of the industry response.

Objective

The objective of this project is to ensure that the rail industry, as a sector, develops sufficient foresight with regard to political, scientific and policy trends relating to the Carbon Polution Reducation Scheme (CPRS) at both a national and international level. The project ascertains whether rail would benefit or suffer from a national CPRS in comparison with other transport modes such as road, air or sea. The project also informs rail organisations how they can better align their organisational capabilities with an emissions trading scheme (ETS) in order to maintain or increase their competitiveness. Outcomes

This project presents a number of comparable case studies or scenarios that will evaluate the effects of various implementations of an ETS on the rail sector. These scenarios will then be analysed in order to determine the effect of various models of emissions trading on the rail sector.

Benefits

The report and outputs of this project will be used to inform the rail industry of the issues surrounding the implementation of a CPRS for rail, and how rail could use this to its advantage over the other transport modes.
